All manuscripts submitted to PUSKAPSI Law Review undergo a rigorous evaluation process to ensure academic quality and integrity. The journal applies a double-blind peer review system, in which the identities of both authors and reviewers are kept confidential throughout the review process. Upon submission, manuscripts are subject to an initial editorial screening to assess their conformity with the journal’s aims and scope, compliance with the Author Guidelines, and adherence to technical requirements. At this stage, manuscripts are also subjected to a similarity check to identify potential plagiarism. Manuscripts that fall outside the journal’s scope, fail to meet minimum quality standards, or exceed the allowable similarity threshold may be desk rejected. Manuscripts that pass the initial screening are sent to at least two independent reviewers with relevant expertise and specialization. In assigning reviewers, the editor ensures that no conflict of interest exists that could compromise the objectivity of the review. Reviewers evaluate manuscripts based on originality, clarity of presentation, methodological soundness, analytical depth, and contribution to legal scholarship, particularly in the fields of Pancasila studies, constitutional law, administrative law, legislation, legal policy, and governance. Based on the reviewers’ recommendations, the editor will make one of the following decisions:
Accepted without revision
Accepted with minor revisions (authors are required to revise within a specified time)
Accepted with major revisions (authors are required to undertake substantial revisions within a specified time)
Rejected (generally due to being outside the journal’s scope, significant methodological weaknesses, or lack of clarity and coherence)
The final decision regarding manuscript acceptance rests solely with the editor, taking into account the reviewers’ comments and recommendations.

The peer review process in PUSKAPSI Law Review generally consists of the following stages:
Manuscript Submission
The corresponding author submits the manuscript through the journal’s submission system.
Editorial and Technical Assessment
The editorial team checks the manuscript’s structure and formatting for compliance with the Author Guidelines.
Initial Editorial Review
The editor evaluates the manuscript’s relevance, originality, and suitability for the journal, including a similarity check.
Reviewer Assignment
Reviewers are selected based on their expertise and experience, with careful consideration of potential conflicts of interest.
Double-Blind Peer Review
Reviewers assess the manuscript and provide recommendations.
Evaluation of Review Reports
The editor reviews all reviewer comments. Where necessary, an additional reviewer may be appointed.
Editorial Decision
The editor communicates the decision and anonymized reviewer comments to the author.
Revision by Author(s)
Authors revise the manuscript in accordance with the reviewers’ and editor’s recommendations.
Re-Review (if required)
Major revisions may be re-evaluated by the original reviewers, while minor revisions may be assessed by the editor.
Final Decision and Publication
